The best states for outdoor clotheslines are some of the first Right-to-Dry states:

Florida
As the very first Right-to-Dry state and being officially nicknamed "The Sunshine State" in 1970, this is definitely one of the best places to hang your laundry to dry outside with practically no excuses not to 300+ days a year. Florida is often known as one of the sunniest places in the nation.

Colorado
The following was said in the Denver Post:
"With 300 days of sunshine per year, Colorado is a perfect place in which to hang clothes on a line to dry after washing them. During the summer months, they will be dry before a person even finishes putting them up on a line. They can even be hung up in the winter months and be dry in a few hours from the powerful sun. Definitely one of the most popular places for outdoor clotheslines with a strong population that embodies living a sustainable life and homesteading.

California
Another one of the sunniest places in the nation, much like Florida, California finally embraced Florida's lead on the Right-to-Dry bill nearly a decade later. Another benefit to using a clothesline in California is to prevent fires as powered clothes dryers are known to cause tens of thousands of house fires every year.

Uh, hopefully you don't need a reason to hang dry your laundry in Arizona, after all, it's a desert.
